GOVERNMENT 'EXPECTED BLUETONGUE': The government was expecting the arrival of bluetongue disease in Britain, it has emerged. Speaking at a Labour fringe meeting, agriculture minister Lord Rooker told a fringe meeting ministers had been preparing for the possibility for some time.
