Alec Collyer, a Shaldon resident, said fire crews were confident no-one else was caught under the landslip.
"They're fairly certain no-one is unaccounted for, but at this stage they can't be sure," he said.
Brixham Coastguard said fire crews were using thermal imaging and a sniffer dog to ensure the landslip had not trapped anyone.
Teignbridge District Council, which owns the beach, said engineers had been sent to the site to assess the stability of the cliff and the extent of the damage.
A council spokesperson said it was too early to speculate on whether recent heavy rainfall had caused the landslip.
The beach has been sealed off and will remain closed until further notice. |
