He called emergency services and administered heart massage to the young girl until the air ambulance arrived to take her to hospital. A spokeswoman for the RNLI said: "He ran to the scene and on the water's edge were two adults and two children who had been in the water.
A Kent Police spokeswoman said despite efforts to save her there, she died on Sunday evening. "He administered CPR until the emergency services arrived."
A South East Coast Ambulance Service spokeswoman said the two adults, a man and a woman, were unhurt but had been taken to the Ashford hospital as a precaution. A Kent Police spokeswoman said the girl had died on Sunday evening despite efforts to save her.
"They were cold and wet and obviously shaken up," she said. Local boat owner Jeremy Francis, 54, was sitting in his boat called The Dolphin with friend Shaun Joyce when a woman ran up to them and asked for help.

He said: "I expected to see one guy in the water, we've had that before, but I wasn't prepared to see two adults and two babies in the water.
"The whole situation became far more serious then.
"We then quickly handed the babies up. They came out of the water quite quickly, they were light, you could just grab them and get them out.
"Shaun was grabbing everyone and passing them up. I got the second baby, the little girl, and carried her up to the level area at the top.
"She looked awful, they both looked awful. As a parent it was an awful thing to see. The parents were beside themselves, absolutely distraught."
He said he did not know how the incident had happened.
"The buggy ended up in the water, everything else is speculation. It's just a terrible accident, I think the buggy must have rolled in."
