Emergency crews responded to reports that three people were trapped. The 18-year-old woman was pronounced dead at the scene and a man and a woman, both aged 19, were taken to hospital suffering minor injuries.
A woman believed to be in her late teens was pronounced dead at the scene, said Staffordshire Ambulance spokesman Bob Lee. Fire crews have been removing the 60ft tree, which may have toppled in 50mph winds reported in the area overnight.
Another woman and man were taken to hospital. They are cutting the tree away from the caravan but it is a delicate job as the woman's body is still inside the caravan, Staffordshire Police said.
Red Cross victim support crews are at the caravan site which is made up of holiday lets and long term stays.
It is believed the two 19-year-olds lived permanently on the site and were being visited by the woman who died.
