A patchwork of recommendations for travel to Europe remains in place despite the European Union adding the United States to its “safe list” of countries this month. Its 27 members decide independently when and how to lift the ban on nonessential travel for U.S. visitors. The bloc’s safe list also applies to Europe’s border-free Schengen Zone, which includes non-E.U. countries such as Norway, Switzerland, Iceland and Lichtenstein. | A patchwork of recommendations for travel to Europe remains in place despite the European Union adding the United States to its “safe list” of countries this month. In addition to restrictions that individual countries may have in place to enter their territory, all passengers over age 2 wanting to board a flight into the United States from abroad must produce a negative viral test for the coronavirus taken in the previous three days. If a delayed or missed flight pushes the departure beyond that, a new test is required. An exemption applies to those who can show proof of having recovered from the virus in the previous three months. | In addition to restrictions that individual countries may have in place to enter their territory, all passengers over age 2 wanting to board a flight into the United States from abroad must produce a negative viral test for the coronavirus taken in the previous three days. Other C.D.C. travel recommendations differ for those who are fully vaccinated and those who aren’t. People who are vaccinated are still at possible risk for getting and spreading virus variants, so the C.D.C. advises that in addition to the mandatory test to board the return flight, they also get tested three to five days after they return to the United States. However, the C.D.C. says they don’t need to quarantine unless they receive a positive result. They also don’t need a pretest before departing from the United States, though one still may be required by the destination. | Other C.D.C. travel recommendations differ for those who are fully vaccinated and those who aren’t. Unvaccinated travelers are asked to have a pretest one to three days before leaving the United States; to get the mandatory test before their return flight; and to be tested three to five days after they return home. They also are advised to self-quarantine for seven days upon their return, even with a negative result. Those wanting to learn about the coronavirus risk in a specific country can visit the C.D.C. website where a four-tier ranking system provides guidance. For information on entry requirements like testing and quarantine, as well as curfews and movement restrictions, the State Department’s website offers detailed information by country. In April, it reclassified 80 percent of the world’s countries as “Level 4: Do Not Travel” to reflect the unpredictability and evolving threat posed by the pandemic. | Those wanting to learn about the coronavirus risk in a specific country can visit the C.D.C. website where a four-tier ranking system provides guidance. Here is a list of the countries that were, as of July 8, open to U.S. citizens, or were expected to open soon. Nearly all require some type of health form to be completed to verify test or vaccination results, and some require entry visas. People who have recently visited or traveled through countries with Covid-19 mutations, such as Brazil, Britain, India and South Africa, may be denied entry or be subject to additional quarantine restrictions.
U.S. citizens may enter with a negative coronavirus test administered in the 96 hours before travel, according to the U.S. Embassy in Afghanistan.

Visitors arriving from France, Spain, Portugal and “green countries” are exempt from a requirement that tourists over 6 who are planning to spend three or more nights in Andorra have a negative coronavirus test in the previous 72 hours. The United States isn’t specifically named as a green country, and it is unclear how long an American would need to spend in one of the neighboring countries to qualify for its exemption. | Visitors arriving from France, Spain, Portugal and “green countries” are exempt from a requirement that tourists over 6 who are planning to spend three or more nights in Andorra have a negative coronavirus test in the previous 72 hours. Only full vaccinated visitors are allowed. They need to apply for permission to enter. When granted, they need to have a negative PCR test taken three to five days before arrival. Additional tests will be given at no charge on arrival, and travelers must stay in place until they receive a negative result.
Air travelers over 12 must provide a certificate of a negative RT-PCR coronavirus test taken within seven days of arrival. Visitors may be required to undergo additional testing at a cost of $100 with results generally available in 48 to 96 hours. Americans can enter Austria and are not required to quarantine if they have first spent at least 10 days in a country with a low rate of Covid-19. They may also avoid quarantine if they show a negative coronavirus test result, or proof of being 22 days past their last shot for full vaccination, or of having had a Covid-19 infection within the previous 180 days. That negative PCR test should be no older than 72 hours before entering the country, while an antigen test cannot be older than 48 hours. Children under 10 are exempt.
Adult visitors may enter with proof of full vaccination or recovery from a Covid-19 infection, and a negative PCR test taken within 72 hours before the flight. Those 1 to 18 need only the negative test result. Flight restrictions are in place until Aug. 1, but charters are still allowed.
All visitors must apply for a travel health visa before departing for the Bahamas. Those with proof of completing their full inoculation at least two weeks before traveling are exempt from restrictions. Unvaccinated travelers over 10 entering the Bahamas, as well as those traveling between many of the islands must obtain a negative PCR test taken no more than five days before arrival, and must take a rapid Covid-19 antigen test if they are staying for longer than four nights. Those whose test results are older than five days will be denied entry. The visa, which costs $40 to $60 for U.S. residents, depending on the length of the vacation, includes mandatory insurance coverage. All travelers over 5 must have proof of a specific type of PCR swab taken by a health-care provider in the three days before arrival. After landing, vaccinated visitors two weeks past their final shot will be given another test at their own expense and must quarantine at their government-approved accommodation until the result is received. Those who aren’t vaccinated don’t get their second test until the fifth day, so are asked to book a minimum of seven nights at their government-approved accommodation where they can await their test result. When the in-country test comes back negative, the person can remove their monitoring bracelet and move freely.
Children under 18 who aren’t vaccinated, but who are traveling with an inoculated parent, must follow their adult’s guidelines. Mixed groups of adults who refuse to be separated follow the rules for the unvaccinated. Passengers in transit to another country need the negative pretest and may be subject to a rapid test before departure.
Americans are allowed to enter by air, but must be able to complete a full quarantine, and will not be allowed to leave the country until it is done. Most people must plan for a 10-day period, while those in close contact with someone who tests positive for Covid-19 must quarantine for 14 days, according to the U.S. Embassy in Belarus. The embassy website says Americans must have a negative Covid-19 test to enter, but provides no additional details.
U.S. residents are permitted to travel to Belgium and are not required to take a PCR or serology test. (Those hoping to visit more than one country in Europe should note that there are restrictions for those arriving from very high-risk countries, including Britain.)
Visitors over age 5 have a choice of showing proof of full Covid-19 immunization received at least two weeks before arrival, a negative RT-PCR Covid-19 test taken within 96 hours of arrival, or a rapid test result that is no more than 48 hours old. Entry requirements are based on the country that the tourist is arriving from, not citizenship. The United States is considered an “orange” country, meaning visitors are allowed entry from the U.S. without quarantine if they present a digital Covid-19 certificate from the European Union showing that the person has been vaccinated, or if the person has received a negative test result, or has recovered from the virus. Visitors must deposit $2,000 at the time of entry, which will be used to pay for accommodation during quarantine, testing and transportation from an airport to a hotel. Passengers will then be taken from the airport to a holding center for testing, and held there for up to 24 hours while awaiting the results. If anyone from the flight tests positive, everyone will quarantine for 14 days at a location chosen by the government. If all tests are negative, people are allowed to self-quarantine for 14 days, with another test on day 13 at a local hospital.
