I’m a U.S. Citizen. Where in the World Can I Go? I’m a U.S. Citizen. Where in the World Can I Go?
(7 months later)
As the number of coronavirus cases spikes around the world, Americans hoping to travel to other countries during the pandemic may find flights canceled and an array of other challenges, including closed borders, quarantine and testing regulations, possible Covid-19 exposure during transit and delays in getting their passports. More than half of the world’s countries, including most of Europe, have reopened to tourists from the United States, although nearly all have some coronavirus precautions in place, like pretesting or proof of vaccination. The Centers for Disease Control and Prevention, meanwhile, continues advising Americans not to travel internationally until they are fully inoculated against Covid-19.
“Foreign governments may implement restrictions with little notice, even in destinations that were previously low risk. If you choose to travel internationally, your trip may be severely disrupted, and it may be difficult to arrange travel back to the United States,” the U.S. State Department cautions on its website. A patchwork of recommendations for travel to Europe remains in place despite the European Union adding the United States to its “safe list” of countries this month. Its 27 members decide independently when and how to lift the ban on nonessential travel for U.S. visitors. The bloc’s safe list also applies to Europe’s border-free Schengen Zone, which includes non-E.U. countries such as Norway, Switzerland, Iceland and Lichtenstein.
People wanting to learn about restrictions and the prevalence of the coronavirus in specific countries can go to the U.S. State Department’s website, which uses a four-tier ranking system, or they can go to the Centers for Disease Control and Prevention site, which uses three levels to give coronavirus information for travelers. In addition to restrictions that individual countries may have in place to enter their territory, all passengers over age 2 wanting to board a flight into the United States from abroad must produce a negative viral test for the coronavirus taken in the previous three days. If a delayed or missed flight pushes the departure beyond that, a new test is required. An exemption applies to those who can show proof of having recovered from the virus in the previous three months.
Like all public interactions in these unprecedented times, air travel itself carries certain risks for contracting Covid-19. About 3,168 Transportation Security Administration employees had tested positive for the virus as of Nov. 24, and 11 workers had died from it. Infected agents may have had direct contact with the public in at least 138 U.S. airports in less than three weeks this month, according to the T.S.A., which posts a list of the affected airports on its website. Other C.D.C. travel recommendations differ for those who are fully vaccinated and those who aren’t. People who are vaccinated are still at possible risk for getting and spreading virus variants, so the C.D.C. advises that in addition to the mandatory test to board the return flight, they also get tested three to five days after they return to the United States. However, the C.D.C. says they don’t need to quarantine unless they receive a positive result. They also don’t need a pretest before departing from the United States, though one still may be required by the destination.
[Read more on travel insurance during the coronavirus pandemic.] Unvaccinated travelers are asked to have a pretest one to three days before leaving the United States; to get the mandatory test before their return flight; and to be tested three to five days after they return home. They also are advised to self-quarantine for seven days upon their return, even with a negative result. People who don’t want to be tested are asked to stay home for 10 days (14 with known exposure).
Some states order residents returning from international destinations to quarantine, while the C.D.C. advises all returning Americans to avoid contact with others for 14 days, regardless of where they live. Those wanting to learn about the coronavirus risk in a specific country can visit the C.D.C. website where a four-tier ranking system provides guidance. For information on entry requirements like testing and quarantine, as well as curfews and movement restrictions, the State Department’s website offers detailed information by country. In April, it reclassified 80 percent of the world’s countries as “Level 4: Do Not Travel” to reflect the unpredictability and evolving threat posed by the pandemic.
While Americans continue to be barred from many countries, including much of Europe, here is a list of countries, in alphabetical order, that as of Nov. 24 were open to U.S. citizens, or were expected to open soon. Here is a list of the countries that were, as of June 30, open to U.S. citizens, or were expected to open soon. Nearly all require some type of health form to be completed to verify test or vaccination results, and some require entry visas. People who have recently visited or traveled through countries with Covid-19 mutations, such as Brazil, Britain, India and South Africa, may be denied entry or be subject to additional quarantine restrictions.

Insurance that covers expenses related to the coronavirus is required. Visitors arriving from France, Spain, Portugal and “green countries” are exempt from a requirement that tourists over 6 who are planning to spend three or more nights in Andorra have a negative coronavirus test in the previous 72 hours. The United States isn’t specifically named as a green country, and it is unclear how long an American would need to spend in one of the neighboring countries to qualify for its exemption.
Air travelers over age 12 must complete a Health Declaration Form and a traveler accommodation form, and must provide a certificate of a negative RT-PCR coronavirus test taken within seven days of arrival. Those traveling in mixed groups made up of vaccinated and unvaccinated people have to quarantine for 10 days during the month of June. While under quarantine, visitors may use some hotel amenities and certain “Safe Environment” certified restaurants and activities. Fees for visitors will be $300 for individual, plus $200 for each additional person. After July 1, mixed groups in which some are not eligible for the vaccine for instance, children will need the pretest and may be tested upon arrival at their own expense, but won’t need to quarantine.

After landing, visitors must be transported via a specially trained provider to their pre-approved hotel, resort or villa, where they will be confined to limited areas of the grounds. Four or five days after the test taken in the home country, the traveler will be retested. Results will generally take about 24 hours, and if they are negative, the visitor may leave the property. However, a requirement to self-monitor for symptoms continues for seven days. All visitors must apply for a travel health visa before departing for the Bahamas.
