Structural engineeers said the block of flats has been left structurally unsound and all residents will have to be rehoused. Police are urging witnesses to come forward and want to trace anyone else involved in the collision, especially people seen running from the scene of the crash. A Bedfordshire Police spokeswoman said details of the dead man would be revealed when an inquest was opened by the coroner.
The building is owned by Bedfordshire Pilgrims Housing Association and will be assessed by a structural engineer, police said. She said: "Six people have so far been arrested in connection with the incident, which involved a Ford S Max and a Hyundai Coupe, both believed to have been stolen overnight from the Bedford area.
A spokeswoman said: "The collision has caused extensive damage to the flats. One resident, who was in bed at the time, has had a hole knocked into his bedroom wall. "All six had been arrested on suspicion of taking a vehicle without consent.
"Three of the people that have been arrested are at Bedford Hospital South Wing, two of them are described as receiving treatment for serious but not life-threatening injuries."
A third was receiving treatment for minor injuries and the remaining three people arrested were being held at Greyfriars police station.
