Police said they believe the blaze may have been started deliberately. Curtains in the two bedrooms have been damaged and the walls blackened.
The deaths of the woman and her children at the two-bedroom terraced house are being treated as suspicious, police confirmed. Neighbours' shock
One neighbour, who declined to give her name, said: "Nobody round here saw anything or heard anything last night, which is really strange.
"We can't believe what's happened because no-one saw the fire or any fire engines.
"The woman who lives there had been there for about 12 months. No one round here knew her very well because she didn't really mix with the other residents."
Local councillor Stephen Corrall said the deaths would be a "heck of a shock" to residents.
"I'm really devastated by it. I'm really, really sorry for the family and their loss.
"Any help I can give whatsoever, I'm there for anybody at all.
"And if there's anything I can do for the family themselves, then please get in contact with me.
"I just don't know how people will cope with this. It's a heck of a shock for everybody."
