MOSCOW — France has agreed to pay Russia compensation for refusing to deliver two helicopter carrier ships after the economic sanctions imposed on Russia last year over its annexation of Crimea disrupted the $1.3 billion deal, according to a Kremlin aide.

Vladimir Kozhin, an aide to President Vladimir V. Putin, told the Russian news agency RIA Novosti on Thursday that talks between France and Russia “were finished,” that “all has been settled, the time frame and the money,” and that France would make the payment soon.

The Russian newspaper Kommersant reported Friday that Mr. Putin would announce the terms of the settlement in the first two weeks of August.
