Prosecutors said the men were charged with the intention of committing acts of terrorism. Both men, of Marlow Avenue, Luton, appeared at Westminster Magistrates' Court and were remanded in custody to appear at the Old Bailey on 10 August.
Both men will appear at Westminster Magistrates' Court later on Tuesday. They were arrested under the Terrorism Act on 14 July.

The men have been charged with one offence contrary to the Terrorism Act 2006, dating between 1 August 2014 and 10 May 2015. The men were charged with being involved in preparation with the intention to commit acts of terrorism, dating between 1 August 2014 and 10 May 2015.
