Sgt Steve Newbury, leading the police investigation, said the mother remained in a critical condition in hospital with serious head injuries and did not yet know about the death of her daughters.
"This tragedy has rocked the local community and devastated a family," he said.
He thanked members of the public who cared for the family as they lay injured and praised the school staff who had been offering support.
