A spokesman for Stena said the company did not want to respond to the BBC's request for an interview. The Home Office said it had been working closely with the haulage industry to advise how vehicles should be secured.
"Recent detections at Harwich and Killingholme are part and parcel of Border Force's work to stop people who are attempting to enter the UK illegally," said a Home Office spokesman.
"Border Force works closely with international partners, including the Dutch police, to share intelligence on organised immigration crime.
"This has resulted in the identification, arrest and conviction of those involved in people smuggling and trafficking."
Ferry operator Stena Line, which also owns the dock at the Hook of Holland, said it co-operates with Border Force to carry out "stringent checks" and regularly reviews its controls including infra-red cameras and sniffer dogs.
In a statement, it said: "Stena Line has ISPS certification (International Ship and Port Facility Security) and is the only ferry operator in Holland to have Approved Gate Status, due to our high level security procedures.
"It is the duty of all carriers to work closely with the authorities involved to ensure the highest level of security checks and wherever possible prevent the entry of those travelling illegally."
