The Highways Agency said the southbound carriageway would remain closed until midday at least. Traffic was diverted along the A38. The Highways Agency said one lane southbound could soon be reopened.
Kevin Pottinger, from Gloucestershire Fire and Rescue Service, said: "We're still looking at cause.
"The driver of the vehicle stopped to check his load before entering motorway and it was fine.
"But after travelling six miles down the motorway, he saw the load was on fire."
He added that the fire had caused some damage to the hard shoulder, which was likely to be in need of repair.
