The United Nations secretary general, Ban Ki-moon, said on Wednesday that North Korea had suddenly withdrawn its approval for him to enter the isolated country to visit an industrial park that South Korea jointly operates with the North. Mr. Ban, a South Korean, had planned to visit the industrial complex in the North Korean border town of Kaesong, north of the South Korean capital, Seoul, on Thursday. The factory park is the only major symbol of cooperation between the two Koreas. Mr. Ban had said that his visit there would help promote peace on the divided Korean Peninsula. The trip would have made Mr. Ban the third United Nations secretary general to visit the North. “No explanation was given for this last-minute change,” Mr. Ban told a forum in Seoul.
