KABUL, Afghanistan — A suicide bomber detonated explosives packed in a car in a Justice Ministry parking lot on Tuesday afternoon in Kabul, killing at least four people and wounding dozens more.

A spokesman for the Health Ministry, Mohammad Ismail Kawoosi, said that as many as 53 people were wounded in the attack, some of them critically. The death toll was expected to rise.

The attack occurred around 4 p.m. and appeared to have been timed to catch civil servants as they were leaving the Justice Ministry at the end of the workday, said Mirwais, a bus driver who was picking up passengers nearby at the time of the blast.

The blast was the latest in a series of insurgent attacks in the Afghan capital. On Sunday, a suicide bomber struck a vehicle belonging to the European Union’s police training mission, killing at least three people. Last week, at least one Taliban gunman, and possibly more, attacked a Kabul hotel, killing 14 people, most of whom were foreigners.
