Chief Superintendent Ian Johnston, of the Police Superintendents' Association, said the police service had already been through "three or four different civilisation programmes" and many forces were saying they couldn't "civilianise" anything else. The president of the Association of Chief Police Officers, Chief Constable Ken Jones, welcomed the report saying Sir Ronnie had "laid down the gauntlet to all those involved in the leadership and governance of policing".
