Probably a good idea but coming from the Health Secretary, I sincerely wonder at his motives. On the one hand he seems to be saying he wants a local debate and local voting, but on a far more serious issue, the Constitreaty, and despite Manifesto promises he is against public debate and voting. Also, his department has also gone against Manifesto undertakings regarding to abolish mixed wards in hospital. I certainly trust him further than you know what!M. J.
