Supt Gordon Milward, of Northumbria Police, said an officer had seen Nevins in Tillicoultry.
He said the "substantial" help Northumbria Police received from their Scottish counterparts had been a key factor in his arrest. Mr Milward said Lee would be taken to a police station, probably in the Sunderland area.
He added that an inquiry into the escape was under way.
He said: "I'm aware that the Prison Service are conducting their own investigation, I'm not aware what the outcome will be and when the outcome will be known.
"I am sure if there are any lessons to be learned, in the hope that a repetition will not take place in the future."
