The 32-year-old was also being sought by Spanish police in connection with the murder of British national Francis Brennan in Alicante earlier this year.
Police said he was arrested at East Winch Airfield, Norfolk on Tuesday.
It has emerged Mr Scott has since been charged with conspiracy to import cocaine and appeared at Liverpool Magistrates' Court on Wednesday.
He was remanded in custody to appear at Liverpool Crown Court on 2 January.
