Raúl Salinas de Gortari, the brother of former President Carlos Salinas de Gortari, has been cleared of charges of illicit enrichment, ending his two decades of legal battles over charges ranging from money laundering to murder. This week a federal court upheld an earlier ruling that the attorney general had failed to prove that Mr. Salinas had illegally obtained money to buy properties valued at about $15 million, while holding only government jobs. He also had tens of millions of dollars in offshore accounts under aliases. Mr. Salinas, 68, spent 10 years in prison on charges of ordering his former brother-in-law’s murder but was absolved in 2005.
