The Sudanese government and rebels said Tuesday that they had failed to agree on a cease-fire after three weeks of negotiations to end a three-year conflict. Sudan has been fighting an insurgency in the southern provinces of Blue Nile and South Kordofan since 2011. The talks, held in Ethiopia, collapsed largely because the rebels insisted that a cease-fire in the two regions be negotiated in conjunction with one in neighboring Darfur.
