An apartment building in Cairo collapsed Tuesday, killing at least 19 people as rescuers and neighbors frantically dug through rubble with their hands to find survivors, the authorities said. The building, in the eastern Matariya district, caved in around 1:30 a.m. as many inside slept, witnesses said. The collapse highlighted the longtime problem of shoddy construction across Egypt. Neighbors said several floors had been added illegally to the seven-story building. Egyptian developers frequently build without permits amid a housing shortage, rampant corruption and lax government oversight.
