Glen Ramsden, from Humberside Fire Service, said: "We were called to the taxi office to what appears to have been an explosion in the taxi office." Det Insp Andy Maltby described the incident as a "tragic accident". He said investigations were under way but it was not thought to be suspicious.
One eyewitness described hearing a series of small explosions.
He said: "I looked out of the bedroom window and saw the flames just roaring out of the window of the taxi office. Then we heard about four explosions, it sounded like some small canisters had blown up."

Police and Humberside Fire Service are investigating. The road is closed. Police said officers were in contact with the families of those who had been killed.
Pelham Road remains closed.
