Video footage shows a man slalom past staff and collide with the Prime Minister as he left Leeds Civic Hall, before being wrestled away by security officials.
The jogger was wearing a T-shirt, headphones, running trainers and tracksuit bottoms and carrying a towel.
West Yorkshire police, which covers the Leeds area, said there was “nothing sinister” about the incident and that it was “just a man in the wrong place at the wrong time”.
