Mr MacAskill said that the government would work towards banning "irresponsible promotions" in off-sales and stop alcohol being seen as an every day commodity in shops and supermarkets by bringing in separate display areas.
He claimed the "drink to get drunk" mentality of too many Scots also needed to be challenged.
Work to fight knife crime would continue in collaboration with the Violence Reduction Unit, he added.
