The Mid and West Wales Fire Service said the crash near Llangyfelach, Swansea at 0615 was caused by two pedestrians walking along the motorway carriageway. They were hit by a van. South Wales Police said there had been a series of minor collisions near Llangyfelach, Swansea at 0615.
The westbound carriageway between junctions 45 and 46 could be closed for some time, said police. It appears two people from one of the vehicles were then hit by a van while walking along the motorway carriageway.
Trafficlink have reported tailbacks of around six miles to junction 43. Police said the westbound carriageway between junctions 45 and 46 could be closed for some time, with tailbacks reported of around seven miles.
The ambulance service said they sent three crews to the scene. The South Wales Fire and Rescue Service and South Wales Police are also at the scene. According to reports from the scene, two cars and two vans remain smashed into the central reservation and have been badly damaged near to junction 46.
It is understood that four vehicles were involved in the crash which happened just before junction 46. Police officers are examining the crash scene, which is spread over about 100-150 yards.
It is not known why the people were walking on the road. The ambulance service said they sent three crews to the scene.

The eastbound carriageway is also reported to be moving slowly due to people looking at the accident as they pass.
