Formal identification of the bodies is expected later in the week. Anyone with information about the deaths is asked to contact BTP.
Direct route
Det Ch Sup Michael Field from BTP said: "We're given to understand that the two men were enjoying a night out in King's Lynn and that indeed there's a possibility that they were travelling between King's Lynn and the Watlington area, possibly walking.
"It would be a direct route home, but it is a very dangerous place to be."
Prayers were said for the two teenagers on Sunday at Wiggenhall St. Germans' parish church.
Rev John Penny told BBC News: "My wife is the vicar of that area and was deeply distressed to learn of the tragedy and will be remembering the people who've died and their families at the services.
"It's an awful thing to happen just before Christmas."

Det Ch Supt Mick Field, of BTP, said: "This was a tragic incident and our thoughts are with the families of these two men.
"The investigation into the circumstances of their deaths is ongoing and we are appealing for anyone who may have been with them, or seen them during the night to contact police.
"We have spoken to several witnesses and are reviewing CCTV images from the King's Lynn area but it's vital that we establish a clear picture of why the men were on the railway at that time."
