It is understood to be a significant change to the Cabinet line-up and not a "tweak". Leighton Andrews has rejoined the cabinet as minister for public services, 15 months after he resigned.
The news was broken on the first minister's Twitter feed on Thursday. He will be responsible for delivering local government changes, in a new post.
There is speculation there could be a return for former education minister Leighton Andrews, who was seen leaving Welsh government offices at lunchtime. Both Mark Drakeford and Jane Hutt are staying in their jobs. The reshuffle announcement came on Twitter at 13:00 BST.
