Homes were also evacuated in Port Talbot after a mudslide. There were also flood calls in mid, west and north Wales. The A490, near Mid Wales Airport at Welshpool, Powys, was closed both ways due to flooding.
South Wales Police had urged drivers to stay home if possible after crashes and cars trapped by water. There was also surface water on the M4 westbound stretch between J23 at Magor and J28 at Newport, with the speed limit was restricted to 50mph.
Police said every part of the area was affected, and appealed to people to "avoid driving if they can". There is also a 40mph limit on the M48 Severn Bridge both ways because of winds.
The force said Bridgend, Port Talbot, Cardiff and Swansea were worst hit. Lisvane Road in Cardiff is partially blocked due to a collapsed manhole.

All Irish Ferries swift ferry sailings have been cancelled between Holyhead and Dublin, although there is a normal ferry service on the route. The 1430 Irish Ferries service between Pembroke and Rosslare was cancelled.
