Stephen Quick, who lives close to where the mudslide occurred in Port Talbot, said water had poured from the A4107 down a steep bank.
"The side seems to have slipped away and this torrent of mud looks to have gone down into some back gardens," he said.
"At least one shed has been crushed and moved by the force of the landslide.
"The council have been trying to stop the flow of the water and they've been using a JCB digger to errect some defences for the last hour or two.
"The houses affected were only built in 2004 and I can only imagine the mess the mud has made in some of the gardens."
