Lee Wright, 27, of Emily Street, has been charged with an offence under the Dangerous Dogs Act and conspiracy to supply class B drugs. Her mother Chloe King, 21, who had been held on suspicion of manslaughter after her death, will not face any charges.
Mr Wright is due to appear at Blackburn magistrates on 4 July. A 21-year-old woman who was arrested previously has been released without charge. Her partner Lee Wright, 27, has been charged with an offence under the Dangerous Dogs Act and supplying cannabis. He will appear before Blackburn magistrates on 4 July.
Lancashire Constabulary confirmed neither Ms King nor Mr Wright, would be prosecuted for manslaughter.
Mr Wright is charged with possession of a fighting dog in contravention of the Dangerous Dogs Act 1991 and conspiracy to supply cannabis.
The force has previously said the dog was a prohibited "pit bull terrier-type" dog. It was destroyed after the attack.
