Merseyside Police said they were called to Old Hall Street earlier after the delivery of a suspicious package. Merseyside Police said they were called to Old Hall Street at 17:10 BST and the road was shut.
The powder caused "mild irritation" and a rash on the person's hand, the force said. The force said initial reports suggested the envelope contained white powder, but specialist officers found "no noxious substances present".
Police officers and firefighters attended the scene at 17:10 BST. The road was shut, but has since reopened. A member of staff suffering from "mild irritation" to the skin was treated by medics.
Emergency services are trying to identify what the substance is.
