Ex-council boss admits sex crimes

A former council official has been warned he faces jail after he admitted a series of sex offences.

Kelvin Arden was operations manager for transport and planning for Wrexham County Borough Council until August.

But at Mold Crown Court he was told he could be jailed and was ordered to register as a sex offender.

Arden, 56, of Caergwrle, admitted offences of indecent exposure in June this year and indecent assault dating back to the late 1980s and early 1990s.

He also pleaded guilty to outraging public decency by exposing himself to a woman and asked for two offences of exposing his genitals in April this year and back in March 2000 to be taken into consideration.

He was remanded in custody for three weeks pending sentence.

His barrister Andrew Jebb said Arden had been in custody since his arrest in August.

There was no bail application and Mr Jebb said he anticipated the court would require a pre-sentence report because of the nature of the offences, and to consider the risk of future offending.

Judge Phillip Hughes told Arden he should not raise his hopes by the fact that he was adjourning for a pre-sentence report.

"When you come back, you must expect the court to impose a custodial sentence," he said.
