Meanwhile, a new group has been set up in Cullyhanna in County Armagh to support the Quinn family and the families of others who claim they have been beaten up by the IRA.
The group is chaired by former Sinn Fein member Jim McAlister.
"We do believe it is time that people stood up and said 'no, we have had enough of this and this must now stop'," he said.
"It is sad that it has taken the murder of a young man to bring it to this stage, that we are now more and more willing to stand up and say stop."
