"It was definitely a bomb or a command-detonated explosive," Jose de Venecia, speaker of the House of Representatives, told the AFP news agency. Manila police chief Geary Barias said investigations pointed to a bomb planted on a motorcycle parked near Mr Akbar's car.
National police chief, Avelino Razon, agreed. "It looks like the congressman was the target of the attack," Mr Barias told reporters.
"At this point in time I'm saying it's a bomb, but I can't say what type of bomb," he told the Associated Press. A family friend, Sandra Cam, told AFP the congressman was directly hit by the blast that tore through the south wing of the complex, killing his driver and injuring two other lawmakers.
One witness said the blast appeared to come from a car parked outside the building. Mr Akbar, 47, had twice served as governor of Basilan, an island in the south of the Philippines used by the Islamist group Abu Sayyaf as a base for launching kidnapping and bombing raids.
Police have sealed off the area in Quezon City. The United States has listed Abu Sayyaf as a terrorist organisation and says it has links to al-Qaeda.
