"The baby was born just three weeks ago. I remember them getting back from the hospital."
She said gangs of youths very often speed around in stolen cars on estates near Rolls Road.
The dead toddler's family was "devastated", a woman claiming to be a friend of the family said.
"She (the mother) was so upset. They were just coming home from school and her little boy has been killed," she said.
