The campaign coincides with the two-month anniversary of the Everton fan's death.
Assistant Chief Constable Patricia Gallan said: "We are continuing to make good progress with the investigation and are following a number of positive lines of inquiry.
"There is a chance that there are people who have not come forward because they may have some concerns.
"The investigation team would like to appeal for those people to come forward and assist the investigation."
Crucial witness
During a press conference on Friday Merseyside Police said the billboard would feature a huge CCTV image of the woman driving a red car, with a child in the back seat on Fir Tree Drive at 7.30pm moments after the killing.
It is believed she almost knocked a boy on a bike down.
Police stressed that one woman had already come forward but it was not the crucial witness they now want to speak to.
The leaflets being put through letterboxes in the area are another attempt to trace the woman driver.
The second person police urgently want to speak to is a boy, aged 13 to 14 with short fair hair seen outside the pub at 7.15pm.
He is described as wearing a white t-shirt and grey trousers and riding a silver BMX bike.
"He also attended the vigil at Croxteth Country Park on 2 September," added ACC Gallan.
Detectives sent out a message to reassure potential witnesses that they would be given support if they gave evidence in a future prosecution.
