All injured people have been taken to hospital. A Hertfordshire Fire Service spokeswoman said: "We had several calls reporting the crash, the first at 4.12am, and all the callers said the fog was a factor."
A spokeswoman for Hertfordshire police said the motorway may remain closed for "a considerable time". The police spokesman said: "We think the cause of the crash is likely to be people driving too fast in the fog, but there will be a full investigation."
A BBC Three Counties reporter at the scene said two people in the coach had to be cut free. All injured people have been taken to hospital.
The tanker involved in the crash was carrying syrup which spilled on to the road.
Fifty two people who were in the vehicles involved in the pile-up were unharmed, police said.
Police said the motorway may remain closed for "a considerable time" for investigation and the vehicles may not be removed until noon.
