France: U.S. Wiretapped Envoys, Newspaper Reports, Citing Leaks

The National Security Agency wiretapped the offices of the French mission to the United Nations and the French Embassy in Washington, according to an article published Tuesday in the French newspaper Le Monde. The disclosure, as well as similar material published in the German magazine Der Spiegel in September, was based on secret documents provided by Edward J. Snowden, a former N.S.A. contractor. Both reports cited documents from September 2010 that showed that the Americans had singled out French diplomats for surveillance while they were working in the United States. The article in Le Monde quoted an internal communications from Susan E. Rice, then the American ambassador to the United Nations, saying that the intelligence on how the French were forming their position on Iran, in particular, was helpful in keeping the United States one step ahead in the negotiations.
