Mgr Cushley was appointed by Pope Francis on 24 July. He was consecrated by Cardinal James Harvey, from Wisconsin in the US, who was Mgr Cushley's first superior in the Holy See's Secretariat of State, and is a long-time colleague in the diplomatic service.

Also attending the ceremony will be Bishop John Armes, the Episcopal Bishop of Edinburgh, as well as the British ambassador to the Holy See, Nigel Baker, the Catholic Bishops of Scotland and other civic and religious dignitaries.
