Leader of the city council Paul James said: "Clearly our thoughts are with the victim's friends and family.
"It's been carnival day in the city, it's been very busy. People were having a good time so it has in a lot of ways taken the shine off that.
"But the most important thing is to remember is that someone has lost their life and a murder investigation is taking place."
He added that two family day events, taking place in Gloucester Park, had been cancelled as police had closed the park to carry out forensic examinations.
He said the council hoped to reschedule the events as quickly as possible.
It is not yet know when the park will reopen and a police cordon remains in place.
