Government forces in the Indian portion of Kashmir on Thursday fatally shot four villagers and wounded 25 others who were protesting what they said was the desecration of the Koran by border guards, the police said. The protesters accused the Indian Border Security Force soldiers of entering a seminary on Wednesday night while looking for Kashmiri militants in Dharam, 140 miles south of Srinagar. The head of the seminary, Qari Shabir, said the guards tore several copies of the Koran after beating a school caretaker, prompting the protests. During the protests, government forces opened fire, Mr. Shabir said. Home Minister Sushilkumar Shinde ordered an inquiry into the episode.
