Around 150 people attended a demonstration against the plans in January when the final draft of the proposals were unveiled. The inquiry - which is expected to last three weeks - is being led by an independent inspector and will hear from those for and against the proposal.

The protest took a musical turn when amateur songwriter John Butler, from Shotton, Flintshire, wrote "A494 Agony", conveying his concerns. Later in the week objectors will give their evidence and have a chance to cross-examine experts.
Committee chairman and community councillor George Hardcastle said the coalition understood that the road does needs to be improved.
He said: "We agree the road needs updating and improving...but not to the volume of lanes they are suggesting."
Cllr Hardcastle said the plans included four lanes travelling towards Ewloe and three in the opposite direction. There would also be hard shoulders on both carriageways.
Houses bought under compulsory purchase order would be demolished for the expansion.
Cllr Hardcastle claimed this meant the seven-lane road would come "within 1-metre of some people's back gardens - practically on the doorstep of people."
He added: "You will have more noise, more pollution, they also want to increase the speed from 50 to 70mph."
Two lanes in each direction with a hard shoulder on each was all that was needed, he said.

Another concern, he said, was that major junctions at the Ewloe interchange and the Plough junction would be closed. On Tuesday, the inquiry heard the assembly government's view that the widening of the A494 would provide an essential link between the A55 and the M56 and M53 motorways, essentially linking north Wales and the North west of England.
This would lead to all community traffic going through Queensferry to get onto the A494 and the area already had major problems with traffic. But protesters are concerned about the increase in traffic and noise.
Forty objectors will be speaking at the inquiry which begun on Tuesday, according to Cllr Hardcastle. Objectors Jim and Jean Henderson told BBC Radio Wales that things were already bad.
'Independent inspector' Mrs Henderson said: "At night time we can't have our bedroom window open to get to sleep because of the noise and we feel its infringing our rights."
"There's a human rights issue here, you know its just got noisier as the time's gone on," added Mr Henderson.
Specific concerns
Terry Maloney, who will also be giving evidence at the inquiry, said he had concerns about the whole scheme. "
"It's passing through two villages actually plus its going to have a big impact on the small community of Queensferry," he said.
"You've got to ask how many villages in Wales will have a motorway passing through the centre of them."
A legal representative for Flintshire council - which is also against the the proposal - is to raise the authority's specific concerns at the inquiry.
Campaigners wanted the inquiry stopped until alternative routes could be looked at, but the assembly government said this would happen after the inspector had made his recommendations.
