The blast was near the hospital of Afghanistan's National Directorate of Security intelligence agency, police told the BBC. Afghan Channel One TV quoted police as saying a group of assailants had entered the Directorate of the Afghan Public Protection Force.
It said some of the attackers had taken up positions in the building.
"We are dealing with a well co-ordinated attack," said Kabul police chief Gen Ayub Salangi. "Afghan forces will deal with them."
Local reports said ambulances were transporting casualties out of the area.
The Taliban said they were responsible for the attack, according to a report by AFP news agency.

The number of casualties is not yet known and part of the city was cordoned off. Shopkeepers in the area said the explosion had shattered their windows. Part of Kabul was cordoned off.
AFP also quoted witnesses as saying there were two blasts, the second much more powerful than the first.
