But NHS Confederation chief executive Mike Farrar suggested the problem was much more fundamental.
Speaking ahead of his appearance on Tuesday before the Health Committee inquiry into A&E problems, he said a "perfect storm" was brewing.
He said the combination of structural reforms, financial pressures and a lack of honesty by both politicians and the public about the situation was creating a real problem.
He called for a "revolution" in health are with the focus being much more on keeping people healthy and living independently.
"We need NHS and social care services working together better so that people are not in hospital when they could be getting the care they need at home," he added.
