The other car drove off from the scene on the A467 at the junction with Bourneville Road, Roseheyworth. Gwent Police appealed for two men to come forward after they drove away from the crash scene.
Gwent Police said they "may not realise the full scale of the incident". One presented himself at a police station and another was arrested shortly afterwards. They are both local men aged 31 and 28.

Mr Williams, who played in a covers band called Magic Bus, worked as a rent collector for Blaenau Gwent Council and was well known and popular, friends said. Gwent Police Inspector Huw Watkins, of the force's Road Policing Unit said: "The men who left the scene last night will be aware that there was a significant collision. Investigations into the accident continue but the road has been reopened.
