Mr Weir said: "Control operators had been in contact continuously with the occupants and they were able to direct the crews straight to the rooms where the people were.
"Thick, black smoke had gone up the stairwell and caused a bit of distress to the occupants who were led to safety and treated outside by the ambulance."
