The European Court of Human Rights on Tuesday blocked Britain from extraditing a mentally ill man accused of trying to set up a terrorist training camp in Oregon. The court ruled that sending the suspect, Haroon Aswat, to a prison in the United States would breach his human rights because of the “severity of his mental condition.” Mr. Aswat, a British citizen being held in a secure psychiatric hospital, suffers from paranoid schizophrenia, said the court, which is based in Strasbourg, France. Mr. Aswat is accused by American prosecutors of conspiring with Mostafa Kamel Mostafa, a radical cleric also known as Abu Hamza al-Masri, to set up a terrorist training camp in Bly, Ore., more than a decade ago. Mr. Mostafa was extradited from Britain to the United States last year and is awaiting trial.
