Pronounced dead
A spokeswoman for the Great Western Ambulance Service said a paramedic had given the young boy heart massage after he was dragged from the pool.
But despite the ambulance crew's efforts, the boy was pronounced dead on arrival at the hospital, Swindon, just 30 minutes later.
Priscilla Paget, who has lived in the isolated rural village for more than 45 years, said residents would be shocked at the news of the child's death.
She said: "It's a close-knit community here, this is such a tragedy. We've never had anything like this happen before - it's just horrible."
A spokesman for the Royal Society for the Prevention of Accidents said that very young children were at particular risk from drowning in the summer months.
"Toddlers need to be closely supervised, especially when they become more mobile as they can toddle off and fall into water but they don't have the physical ability to climb out again."
