BBC Northern Ireland's Mervyn Jess described the situation in the Four Winds area of south Belfast.
"Dozens of vehicles have been abandoned in the area, drivers just walking off and saying there's no chance of doing anything.
"The same for people who are in the area going to work.
" I passed one man with his daughter walking down the hill. He told me she's a nurse at the Royal Victoria Hospital and he was having to walk her from the Four Winds area to the hospital so she could begin her shift."
